公共服务局奖学金频出状况 魏家祥斥“无厘头”
二零零九年五月十二日 凌晨十二时五十八分（吉隆坡11日讯）新一轮公共服务局奖学金分配让学员无所适从，马青总团长魏家祥今日斥责公共服务局乱象丛生，作出“无厘头”的分配。他表示，海外留学奖学金拥有2000个名额，其中20％留给成绩优秀的学生，因此，全国52名考获13A1以上的优异学生理应获得海外奖学金申请。
但是，部份学生却无法申请海外奖学金、成功申请者不被提供任何资料包括国家名单，却被强迫必须在3天内（包括2天公假）给予回覆。
“一些海外奖学金申请者，甚至被提供国内奖学金和大学预科班，与学生的意愿背道而驰，这种情况形同强迫他们迎娶姑娘，却不告诉他们女子的身份！”
也是教育部副部长的拿督魏家祥今日召开记者会，谴责公共服务局的做法，并要求当局解释何以发放奖学金出现让人混淆的局面。
他表示，公共服务局做法出现多种乱象，其中海外奖学金申请者被安排到大学预科班修读，这么一来，对方的奖学金名额是否将保留到明年，并被纳入明年的奖学金名额中？
他表示，马青将义不容辞协助学生争取公共服务局奖学金，并要求当局必须根据内阁早前决定执行措施，把20％的奖学金不分种族分配给成绩优异生。
魏家祥：接800奖学金上诉案 优秀生名单18日提呈
二零零九年五月十六日 凌晨十二时二十分（吉隆坡15日讯）教育部副部长拿督魏家祥说，马青总团教育局在整理好优秀生无法获得公共服务局海外奖学金的工作后，将于下周一（18日）呈交该份名单给马华总会长拿督斯里翁诗杰，以提呈内阁。
他披露，马青总团教育局所收到的800宗海外奖学金上诉个案中，其中的250多宗是考获全科A1的个案，包括10宗考获11科A1、55宗考获12科A1及9宗考获13科A1；这批都是今年获得大马教育文凭（SPM）会考成绩的考生。
“在250宗获得全科A1的个案里，有20宗是获得本地大学奖学金的；而全国10大成绩优异生的申请中，有1宗获得15科A1及1宗获得14科A1无法获得海外奖学金。”
他今日（15日）主持“阅读大马”国际书展推介礼后在记者会中对于内阁接管公共服务局发放海内外奖学金的工作，表示欢迎，并希望内阁能制定一个透明化的机制，以解决公共服务局在发放奖学金过程中引起的各种问题。
也是马青总团长的他指出，该局累积了9年协助考生处理及投诉奖学金事宜的经验，因此很清楚知道怎样处理及协助这些考生，同时也会仔细地探讨和处理每一项个案。
他指出，考获好成绩的优秀生应当获得奖学金前往深造，而马青教育局所接获的投诉也包括一些优秀生申请海外奖学金，却获得国内奖学金。
他更坦言，其本身最无法承受和面对的是一些无法获得海外奖学金，而担任教师的家长在他面前哭诉。
他也强调，马青总团教育局将不分肤色来处理考生的投诉个案；不过，一般惯例，印裔学生将会寻求国大党的协助，巫裔学生将会寻求巫统的协助，而华裔生将会寻求马华的协助。
询及不少优秀华裔生面对这项问题，是否意味着他们的成绩越来越好，以及奖学金分配是否偏向土著，魏家祥说，这件事情根本没有土著与非土著之分，因为大马目前的处事概念是“一个马来西亚”。
家长学生有自主权 没禁戴口罩上学
教育部副部长拿督魏家祥说，家长及学生可自行决定是否要戴口罩，教育部不会加以禁止。
他重申，教育部由始至终都不曾发出禁令，禁止马六甲州丁赖华小的学生戴口罩上学。
“教育部是依据卫生部的专业指南，来决定学生所要采取的防范措施；当然教育部也不想促请学生戴口罩而引起不必要的恐慌！”
他今日（15日）主持“阅读大马”国际书展推介礼后在记者会中被询及马六甲州丁赖华小学生被禁戴口罩上学事件，这么回应。
I think, if Pakatan Rakyat run the government, it is still the same. At current, most of the government servant, they are the one who are the person who execute those porject. That is why it bring down BN. If PR run the government one day. I really really hope that they can do somethings.If Not, I am very very sure. No matter who run the government, the JPA issues will self repeat again "thanks" to those government servant execution plan.
ReplyDeleteSo, dun only blame BN. We must remove those culprit that is going to bring down the BN or Pakatan Rakyat.I guess Penang government and Selangor government will understand wat i mean here...

ReplyDeleteI agreed with your comment that that some Government servants are trouble maker to all, not only the people on the street, but damaging BN as well.
However, the root of all problem started if the Administration is not able to mobilize its machinery to deliver its plans, and those who are executing plans from the top somehow deviated with their own interpretation, hence, causing adverse effect to a plan which may be beneficial, then who should be blamed?
Should BN, after administering the country for the past 52 years, disengage its responsibility and tell us that all these are due to troubled maker during execution? And of course voters are too be blamed to for not defending their rights and allowing all these to continue.
Yes, PR may face the same issue, as would BN. Did we see, even with a slight effort that BN leaders actually do something, or are BN leaders think that there's nothing to be done, and let it be?
If there's something to be done, then why not look closely at laws and regulations pertaining to government servants, or JPA, and amend it accordingly to close any possible oversight, so that the Government servants will just execute what they are asked to?
You may argue that PR may want to maintain status quo on anything about government servants as they are now the formidable force that will decide who will be their master during the elections, therefore nothing will be done.
Good. Laymen like us, who has no rights to act on stupidity of any government servant, can still exercise our rights to fire their current boss and have it changed to tell them if you do not behave as you should be, then I'll make your life difficult.
If the Managers of the company cannot handle respective staff, then the share holders will need to step in to either change the management, or demand the managers to act on their employees towards the vision and goal of the company, likewise for a country.
